1. What turnkey means

Turnkey delivery puts the whole scope with one supplier: process design, machine manufacturing, delivery, installation, commissioning and training — ending with the line running at the agreed output on your product. The buyer prepares the site, the utilities and the inputs; the supplier is accountable for the rest, and for the interfaces between the machines.

The name matters less than the structure: one contract, one schedule, one party to call when something does not work. That is the value, and it is contractual, not a promise.

2. The scope boundary

The scope boundary is the document that decides the project's success: exactly what the supplier delivers (machines, conveyors, CIP, installation, training, spare parts, certification) and exactly what the buyer provides (hall, foundations, power, water, compressed air, product, packaging). Every missing item on either side is a delay or a claim.

Write the boundary as two lists in the contract: supplier scope and buyer scope. Projects fail at the boundary, not inside either list.

Ask the supplier to itemise what is NOT included — the exclusions list is where surprises hide.

3. Why turnkey for a first plant

A first plant has no in-house engineering team to manage interfaces between five suppliers. Turnkey removes that burden: the supplier engineers the water plant to the filler, the filler to the capper, the capper to the packaging line, and stands behind the whole chain. The buyer manages one relationship instead of five schedules.

For an experienced operator upgrading a specific station, separate suppliers can be rational. For a new plant, turnkey is usually the lower-risk structure.

4. Payment and milestones

Turnkey projects pay in stages tied to events: deposit with order, payment at FAT or before shipment, payment on delivery or installation start, and the balance after acceptance at the agreed output. L/C suits larger values. The milestone schedule is the project's skeleton — each payment should buy a verifiable deliverable.

Keep the final payment until acceptance. In a turnkey project the acceptance test is the moment single-point responsibility hands the line to you.

5. FAT and acceptance

Factory acceptance testing runs the complete line — or the line in modules — at the factory before shipment, and acceptance at site reruns it on your product at the agreed output. The FAT report is the checkpoint between build and ship; the site acceptance is the checkpoint between install and handover.

Define both in the contract: which tests, on which bottle, at which output, for how long, and who signs. A turnkey project without defined acceptance is a project without an end.

6. The risks to manage

The risks are scope ambiguity (whose item is the missing valve), schedule drift (one supplier, but still a schedule), and site readiness (the buyer's side of the boundary). All three are managed in the contract: defined scope lists, milestone dates with penalties, and a site-readiness checklist agreed before the supplier mobilises.

Turnkey concentrates responsibility, which concentrates risk management into one contract — make that contract precise.
